The article is a systematic review of empirical research on the effectiveness of the EU’s General Data Protection Regulation (GDPR). The authors argue that there’s a disconnect between the theoretical and policy-based discussions on data protection and the actual empirical evidence. They suggest that the empirical evidence, which offers valuable insights into the perception, impact, clarity, and effects of data protection measures, is often overlooked. The authors advocate for a more robust integration of this empirical evidence into the evaluation and review of the GDPR. The research covers data from nearly three decades (1995-2022) with a focus on GDPR’s impact on tech giants and its role in digital regulation.
